Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the stances of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
